MONTEREY -- Jan. 23, the first frenzied day of signings by President Donald Trump, included a memorandum ordering an immediate 90-day hiring freeze of all vacant civilian and contract positions within the executive branch of the federal government. Within three days, the Defense Language Institute in Monterey learned from the Army Civilian Human Resources Agency it was not allowed to renew any faculty employment contracts. The impact of that ruling was potentially severe, because about two-thirds of DLI's 1,700 faculty members are on short-term contracts.

CARMEL -- A Republican plan to repeal and replace Obamacare does not appeal to Democratic Congressman Jimmy Panetta, who this week said the alternative healthcare bill would cost more and "leave millions of Americans uninsured."

Following the unveiling of the replacement healthcare plan, called the American Health Care Act, by House of Representatives leaders Monday, Panetta said it would make insurance more expensive and "leave hard-working Americans without quality care options."

Panetta, hailing from what he called “the salad bowl” along California’s Central Coast, said that, even during the five-year drought, the No. 1 issue for his farmer constituents was the labor force. “I believe more people need to realize that specialty crops and immigration and labor go hand in hand,” he said.

At a "Members' Day" hearing, Rep. Jimmy Panetta (D-Calif.) urged Culberson and the rest of the subcommittee to fully fund NOAA, emphasizing the economic importance to coastal communities. "I strongly urge this subcommittee to invest in our nation's largest natural resource: our ocean," he said. "It is important that we not only protect our oceans for recreational purposes but for our $282 billion 'blue economy.' ... These programs help educate our youth, protect our seafood that reaches our tables, preserves the marine environment and employs thousands of Americans along our coasts."

“The president’s idea for a Victims of Immigrant Crime Engagement department instills fear in and encourages discrimination against immigrant communities,” Panetta said. “Serious and violent criminals must be held accountable for their actions, but targeting peaceful, hardworking members of our communities is wrong.”
