Housing and Homelessness

As a U.S. Representative, my role is to ensure that the federal government steps up and plays its part to increase affordable housing in California’s 19th Congressional District.  From South San Jose to Santa Cruz and from Monterey to Paso Robles, affordable housing is the number one issue facing my constituents. The high home prices, high rents, and low housing stock make it tough to own and live in, what in my biased opinion is, the most beautiful congressional district in the nation. 

That is why my priority in the U.S. Congress, and especially as a member of the House Ways and Means Committee, is to work with my colleagues on both sides of the aisle to comprehensively address housing affordability with commonsense legislation. My Workforce Housing Tax Credit Act would increase the supply of affordable housing for middle-income families who earn too much to qualify for low-income housing and not enough to afford a home near where they work. My First-Time Homebuyer Tax Credit Act would provide qualifying first-time homebuyers with a $15,000 tax credit toward the purchase of a new home, providing them with the support that is needed to build wealth and put down roots in our communities. My More Homes on the Market Act would double the capital gains exemption on home sales and allow homeowners looking to downsize to do so without sacrificing their nest eggs.

Recently we forged a bipartisan, compromise tax package that among other actions incentivizes new affordable housing and has the potential to build 40,000 new units in California. I also continue to lead efforts in the House to significantly expand low-income housing and rental assistance. Lastly, as a federal representative, I continue to secure critical federal funding for local housing programs to increase the amount of affordable housing.

 

In order to solve the housing crisis, we need all levels of government, including the federal government, engaging in an all-hands-on-deck approach to invest in and implement innovative solutions for more affordable housing and more opportunities for people to call California's 19th Congressional District home.
