Community Project Funding FY 2027

United States Representative Jimmy Panetta has submitted funding requests for important community projects in California's 19th Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 20 projects in their community for fiscal year 2027, although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with House Rules and Committee requirements, Rep. Panetta has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested. Requests below are listed in no particular order.

Accessibility Improvements to Groesbeck Hill Park and Brigadoon Project

Funds would support the purchase and installation of two prefabricated bathrooms, one at Groesbeck Hill Park and one at Brigadoon Park. These will be installed and serviced by the City of San Jose's Parks Department.

 

Atascadero Avenue Connectivity Improvement Project

Funds would transform Atascadero Avenue into a safe, complete, and accessible multimodal corridor by adding a Class IV protected bikeway, ADA-compliant sidewalks and ramps, additional on-street parking, landscaping, and updated striping and safety elements.

 

Esplanade Park Improvements Project

Funds would implement essential improvements to Esplanade Park including accessibility upgrades, lifeguard and restroom improvements, and shoreline infrastructure upgrades.

 

Evergreen Community Area Enhancements Project

Funds will enhance the Evergreen Community Area by adding essential amenities, improved seating, updated fencing, and an enclosed gathering space where residents can meet, exercise, and safely socialize their pets.

 

Jessie Street Marsh Wetland Restoration Project

City of Santa Cruz 

526 Barson Street, Santa Cruz, California 95060.

Funds will be used to restore approximately 1.5 acres of wetland in Santa Cruz by removing contaminated fill, improving stormwater capacity, enhancing habitat, and adding ADA-accessible public access features.

 

Lovers Point Pier Repair Project

Funds will restore and reinforce the aging pier in Pacific Grove to ensure continued public access to the shoreline and to protect the unique sandy bottomed cove that the pier helps shelter.

 

Monterey Public Library Building Improvements Project

City of Monterey

Funds would be used to support critical infrastructure, ADA upgrades at the building, and support for a new generator for the library.

 

 

Monterey Peninsula Regional Fire Training and Resilience Tower Project

Funds would support construction of the Monterey Peninsula Regional Fire Training and Resilience Tower; a multi-story firefighter training facility. 

 

North Coyote Valley Hilltop Overlook and Trail Project

Santa Clara Valley Open Space Authority

33 Las Colinas Lane, San Jose, California 95119

Funds will create an ADA-accessible trail leading to a hilltop overlook that provides panoramic views of the surrounding mountains, farmland, and restored natural areas in Coyote Valley.

 

Paso Robles Library Redesign Project

Funds would assist with the redesign of the city library to bring it up to modern standards. 

 

South San José Affordable Housing Preservation Project

$2,000,000

Funds would support essential health, safety, accessibility repairs to aging mobile homes occupied by low-income seniors who would otherwise face displacement or unsafe living conditions.

 

San Jose Police Department Range Unit Facility Expansion Project

$3,500,000

City of San Jose

Funds would support an enlarged, modernized training facility that increases capacity, improves safety, and supports high-quality, standards-based training for law enforcement personnel. 

 

San Luis Obispo Hazardous Materials Vehicle Project

Funds would replace San Luis Obispo county's hazmat response vehicles, which help transport personnel, equipment, and resources necessary for rapid and effective mitigation of hazardous incidents, enhancing readiness and public safety.

 

Santa Cruz County Fire Resilience Enhancement Project

Funds would used to acquire two Type 6 fire engines and replace a water tender destroyed in an arson incident on March 18th, 2026.

 

Santa Cruz Veterans Memorial Building Repairs Project

Funds would repair the Santa Cruz Veterans Memorial building, modernizing failing infrastructure, including the building’s elevator, electrical systems, and plumbing, to meet current safety and ADA accessibility standards and ensure that veterans can safely access essential services.

 

Del Monte Median Project

City of Marina

Funds for this project would revitalize the deteriorated medians along a highly traveled quarter-mile stretch of Del Monte Boulevard, a key gateway into the City of Marina. 

 

Granite Creek Overpass Project

$1,500,000

City of Scotts Valley

1 Civic Center Drive, Scotts Valley, California 95066

Funds would be used to rehabilitate and modernize the Granite Creek Road overpass, the only pedestrian and bicycle crossing over Highway 17 in the City of Scotts Valley.

 

 

Sand City Multiuse Path Project

Funds would be used construct a one-mile Class I multiuse trail to close a critical gap in the 18-mile Monterey Bay Coastal Recreation Trail that connects to the Monterey SURF Bus Route.

 

Shandon Tank Installation Project

Funds would support the installation of a 350,000-gallon water storage tank and upgrade old and failing water infrastructure in Shandon, CA, a rural town of less than 10,000 residents.

 

Santa Cruz Fire Boat Project

City of Santa Cruz Fire Department

230 Walnut Avenue, Santa Cruz, California 95060

Funds would be used to acquire a dedicated Marine Fire and Rescue Vessel to provide firefighting, rescue, environmental protection, and emergency response services along the Central Coast.
