Panetta Announces $30 Million Grant for Santa Cruz County Auxiliary Lane and Trail Expansion

Salinas, CA – U.S. Representative Jimmy Panetta (CA-20) announced a $30 million grant for Santa Cruz County to build the final phase of its planned Watsonville-Cruz Multimodal Corridor Program. This major project will construct auxiliary lanes and a bus on shoulder facility along State Route 1. In addition, the funding will be used to purchase four zero emission buses for Santa Cruz County and build a new segment of the Santa Cruz Coastal Rail Trail, including bicycle and pedestrian overcrossings for SR 1.

Funding was secured through the National Infrastructure Project Assistance Program, known as Mega grants. Congress created this new competitive grant program as part of the Bipartisan Infrastructure Law to invest in complex projects with no other funding solution. Projects like the Watsonville-Cruz Multimodal Corridor Program qualify for a Mega grant if they help meet national or regional economic, mobility, or safety goals. The Watsonville-Cruz program is one of nine projects nationwide to be chosen for this round of Mega funding.

"For far too long and far too often, too many people have been stuck in traffic on Highway 1 getting between Watsonville and Santa Cruz, leading to a decrease in our productivity and an increase in our carbon output," said Rep. Panetta. "The Multimodal Corridor Program will bring much needed relief to our congestion and climate change problems with an extra lane for public transportation, improvements for the safety of pedestrians and cyclists, and, ultimately, the reduction of our carbon emissions. I'm proud that Congress passed the bipartisan Infrastructure Investment and Jobs Act in order to make this type of crucial federal investment in our roads and green buses that will help alleviate traffic, improve our livelihoods, and allow us to play our part to stem the effects of climate change."

"This grant award is proof that the Infrastructure Investment and Jobs Act is working for Santa Cruz County by providing necessary funding for the final phase of the Highway 1 Auxiliary Lane and Bus on Shoulder Project, reducing congestion and improving safety for all users," said Guy Preston, SCCRTC Executive Director. "The project will also help deliver a critical section of the coastal rail trail through Aptos and fund the purchase four zero emission buses for Santa Cruz METRO. This multi-modal project aligns with our shared goals of climate action, healthy communities, safety and equity."

This multimodal project will build the final phase of a three-phase auxiliary lane and bus on shoulder operational improvement program for Santa Cruz County. The innovative bus on shoulder facility will provide transit vehicles an opportunity to bypass congestion and improve on-time performance and reliability of regional bus routes. The new zero emission buses will connect Watsonville with educational and job centers. The new 1.25-mile segment of the Coastal Rail Trail will provide much needed pedestrian and bicycle overcrossings reconnecting communities separated by the freeway.
